Mystery solved on boat #3?

I've been hearing through the grapevine that there was a lifeboat equipment failure on the MV Princess of Acadia a couple of weeks back (possibly related to boat #3 and an explanation on why she's not there).  I'm wondering with the lifeboat not on the vessel if the passenger count has been restricted  until it's brought back on board?
